Official Rules for the 2012 Oregon Classic Soccer Tournament

| 1. |
|
Affiliation with USSF/FIFA: |
|
|
|
| |
|
All players must be registered with an organization affiliated with the United States Soccer Federation or with another national entity which is affiliated with FIFA. This rule is required by our insurance program. Each player will be required to present an identification card proving proper registration. THERE WILL BE NO EXCEPTIONS.

| |
|
|
|
|
|
| 2. |
|
Rosters: |
|
|
|
| |
|
At registration, each team manager will coordinate the registration of his or her team. Only those players who sign a team’s roster at the tournament headquarters will be permitted to play for that team.
- A player can play for more than one team so long as (a) the teams are in different divisions and (b) the player comes to the tournament headquarters and signs the roster for each team prior to playing for that team.
- All players must be at least 15 by May 26, 2012.
- All players under 18 on May 26, 2012 must present a signed parental waiver form.
- All players in over-30 divisions must be at least 30 by May 26, 2012.
- A team must have at least 13 players sign its roster at tournament headquarters.
- No player will be permitted to sign a team roster after the close of play on Sunday, May 27, 2012.

| 3. |
|
Referees: |
|
|
|
| |
|
We will be trying to attract the best referees possible to the tournament. To do this, and to administer the tournament and keep it on schedule, the basic rule will be that the referee is the sole authority on the field of play. Basically, all games will be final and there will be no appeal from decisions of the referees. If you think that something incredibly extraordinary has happened in your game (like the referee permitted the other team to play with 17 players on the field), feel free to raise an appeal with a member of the Tournament Committee, but do not be surprised if the appeal is denied.

| 4. |
|
Game Score Cards: |
|
|
|
| |
|
Both team captains will meet with the referee immediately after each game and enter the game information (field, time, division, teams and score) on an official game score card provided by the referee. Each captain and the referee will then sign the game score card.
The captain of the winning team, or the home team if the game ends in a tie, will be responsible for returning the game score card to the tournament headquarters as soon as possible. Failure to return the game score card within one-half hour after the end of the game can lead to a penalty for the team. We need the scores promptly so that we can post results and schedule later-round games.

| 5. |
|
Game Times: |
|
|
|
| |
|
The only way the tournament can be successful is to stay on schedule. This means that games must start on time. THERE WILL BE NO GRACE PERIOD. If a team does not have 7 eligible players on the field at the time designated for the game to start, then the game will be declared a forfeit, 1-0 win for the other team.
A fundamental rule of the tournament is that games will end on time. Game periods will NOT be extended by injury time or because the game started late for any reason. Games played on Saturday or in the first round on Sunday will end no later than 5 minutes before the hour (e.g., 10:55, 11:55, etc.). Games played after the first round on Sunday will end no later than 20 minutes before the time period ends – the extra time will be used for penalty kicks, if applicable.

| 6. |
|
Round Robin Point System: |
|
|
|
| |
|
Points for games played in a round robin format are:
- 3 points for a win.
- 1 point for a tie.
- 0 points for a loss.
There are no bonus points for goals scored, a shutout or anything else.

| |
|
|
|
|
|
| 7. |
|
Games Ending in Ties: |
|
|
|
| |
|
All games played in a round robin format which end in ties will stand. None of these games will utilize a tie-breaking procedure.
Games played in a championship format which end in ties will be followed by a penalty kick procedure to break ties. An initial group of 5 players from each team who were on the field at the end of the game will take penalty kicks. If there still is a tie after all members of the groups have taken kicks, then thereafter one player from each team will take a penalty kick head to head, utilizing different players each time, until the tie is broken.

| 8. |

Breaking ties in Standings: |
|
|
|
| |
|
Any ties in standings after a round robin format will be broken via the following procedure in the specified order until the tie is broken:
- Head-to-head result
- Goal differential
- Goals for
- Coin flip
Penalty kicks will not be utilized. In the event of a 3-way tie, if one team is eliminated as (1), (2) and (3) are used, the procedure will continue (but not be restarted) until a second team is eliminated.

| 9. |
|
Forfeited Games: |
|
|
|
| |
|
If any team fails to play a game for any reason, the opposing team will receive a 1-0 win and the game will count for all purposes. This often is an unfair result, but it cannot be avoided. Consequently, please bring enough players to the tournament so you do not end up short-handed. Teams that forfeit games might not be invited to participate in the tournament next year.

| 10. |
|
Two Sets of Uniforms: |
|
|
|
| |
|
Each team must have two sets of uniforms in the event of a color conflict. The team designated the home team must change if there is a conflict. A simple solution is to have each player bring a t-shirt which is a different color from your regular uniforms. For example, if your regular team uniforms are red, have everyone bring a white t-shirt to switch into in the event of a color conflict.

| 11. |
|
No Coin Flip: |
|
|
|
| |
|
To reduce delays in starting games on time, no coin flip will be conducted by the referee. Instead, the home team will choose which end it wants to defend in the first half and the visiting team will kick off. The home team, as always, provides the game ball.

|
|
|
|
| 12. |
|
Substitutions:
|
|
|
|
| |
|
Substitutions will be unlimited. You can substitute in any dead ball situation, subject to the referee's discretion. The referee may refuse any request for substitution if he or she believes that permitting the substitution at that time will give an unfair advantage or if a series of substitutions is unduly delaying or interrupting the flow of the game |

| 13. |
|
Player Discipline:
|
|
|
|
| |
|
If a player receives a red card or a second yellow card, he or she will not be permitted to play in the team's next game, at a minimum, and his or player card will be held during this suspension period. After the player’s suspension has been served, the player will have to pay a fine of $20 to obtain the return of his or her player card.
If a player receives a second red card or the equivalent in yellow cards, he or she will be dismissed from the tournament. THERE WILL BE NO EXCEPTIONS. The penalty for fighting is dismissal from the tournament. THERE WILL BE NO EXCEPTIONS.

| 14. |
|
Violence and Abuse:
|
|
|
|
| |
|
Violence and abuse will not be tolerated. Teams will be held responsible for the actions of their players, coaches and fans. Players or teams will be dismissed from the tournament if necessary to maintain a calm, safe playing atmosphere.
|

|
|
| 15. |
|
Dogs:
|
|
|
|
| |
|
Please leave dogs at home. Most people like dogs, but very few like them at soccer games.

| 16. |

Tournament Committee:
|
|
|
|
| |
|
Any situation which is not covered by the tournament announcement, these rules of the competition or FIFA laws of the game will be resolved by the Tournament Committee, which also will have the right to determine the punishment for any violation of any rule and the right to waive any rule for the overall benefit of the tournament..
